Our organisation Joint Force Command Brunssum (JFCBS) provides a Joint Headquarters (HQ) to plan, prepare and conduct operations to support NATO’s core tasks, at the Joint Operational level, as directed by Supreme Allied Commander Europe (SACEUR).

The Operations Directorate is responsible for directing, monitoring, coordinating and assessing operational functions and advising the Chief of Staff (COS) regarding all regionally focused operational activities.

The Joint Assessment Division is responsible for the gathering of evidence to provide formal feedback on the progress and results of an operation, inform decision-making and make adjustments to the plan.

The Campaign Assessment Branch focuses on assessing the long-term planning-horizon in order to support operations planning.

The incumbent employs wargames as a method to inform Commander and HQ wide decision making, in the assessment, planning and execution of joint operations.

The Staff Officer (Wargaming) : The incumbent's duties are:

  • Coordinates and manages all aspects of wargame support, design, analysis and execution using standard project management methodology
  • Leads as wargame director for wargames, including coordination with game customers, briefing leadership on each wargame and overseeing the execution of each wargame.
  • Assists in identifying customer requirements and designing wargames
  • Supports Operations Planning, Exercise Planning and Mission Rehearsal processes through the provision of wargaming and simulation support
  • Exploits emerging data analytic capabilities to improve wargaming and simulation capabilities and improve fidelity for wargame customers.
  • Contributes to the development of pan-NATO wargaming doctrine and policy, and of technical and non-technical tools to support wargaming.
  • Undertakes work as part of a project team or working group as directed or assigned.
  • Leads the JFCBS HQ Wargaming Community of Interest, including coordination of events, wargaming training, education and professional development.
  • Contributes to the development of pan-NATO wargaming doctrine and policy, and of technical and non-technical tools to support wargaming.
  • Contributes to the trial of the Operational Analysis and Wargaming Branch for the enhanced joint assessment and analysis capability under NATO 2030.
  • Manages resources to meet JFCBS wargaming programme of work requirements.

The work is normally performed in a normal NATO office-working environment.

Normal Working Conditions apply.

The employee may be required to perform a similar range of duties elsewhere within the organisation at the same grade without there being any change to the contract

The incumbent may be required to undertake deployments in support of military operations and exercises, and/or TDY assignments, both within and without NATO boundaries. Such operational deployment may exceed 30 days duration up to 183 days in any period of 547 days, and may be on short notice. For NATO International Civilian Staff, acceptance of an employment contract linked to this post constitutes agreement to deploy in excess of 30 days if required.

Required QualificationsØ English – good – NATO Standard Language Proficiency 3333

(Listening, Speaking, Reading and Writing) in accordance with NATO standard agreement (STANAG) 6001.

NOTE: The work both oral and written in this post and in this Headquarters as a whole is conducted mainly in English.

Ø University Degreein operations research, military operations research, mathematics, statistics or related numerate discipline, computer science or related disciplineand 2 years related experience OR Higher Secondary education and completed advanced vocational training in that discipline leading to a professional qualification or accreditation with 4 years related experience.

Ø Minimum of 2 years’ experience of planning and conducting war games in a national or multinational context

Ø Experience of military modelling, simulation and war-gaming together with expertise on computer systems and related applications

Ø Knowledge of military joint and/or combined operations at operational and/or tactical levels

Ø Experience in project management

Ø Experience in stakeholder management

Desirable QualificationsØ Knowledge of NATO operations planning and operations assessment processes

Ø Relevant experience of working in a NATO or national military Headquarters

Ø Knowledge of risk management processes

Ø Experience of planning and conducting non-military wargames or simulations

Ø Relevant courses

The successful selected candidate needs to have a NATO security clearance and is required to pass a medical examination before an employment contract offer will be released.

This requirement is in support of the NATO 2030 agenda.

The successful candidate will be offered a 3 years definite duration contract as NATO International Civilian (NIC); remuneration will be exempt from taxation and allowances will be applied whenever applicable.

For serving NATO international Civilians: contract will be offered in accordance with the NATO Civilian Personnel Regulations and the additional Nations’ guidance (MCM-0061-2023 for NATO 2030 Project Linked NICs). The selected staff member will get a definite duration contract regardless of the current contract, with the exception of the case when they have more than 10 years of service, in which case they will receive an indefinite duration contract.
